Terms of Reference

The Terms of References agreed between the World Health Organization and the Swedish Ministry of Health and Social Affairs:​


  • To support WHO's capacity building activities for noncommunicable disease (NCD) prevention and control

  • To assist WHO in implementation and evaluation of essential interventions (e.g. Screening and Brief interventions) through developing and pilot testing appropriate tools and supporting their evaluation

  • To assist WHO in producing systematic reviews and analysis of evidence underpinning recommendations, guidelines, population-level interventions, and NCD prevention policy, in particular with regard to prevention of alcohol and tobacco addiction and the control and management of NCDs

2016 - 2019

  • To assist WHO in dissemination of evidence and tools

  • To assist WHO to collect evidence and use this for a fast-track implementation in Member States

  • To assist WHO on teaching & training of staff in fast-track implementation of evidence

  • To assist WHO to conduct research projects to gain further evidence for prevention and control of NCDs
